Tender Information
The tender is being run on behalf of, and to be accessible by, all eligible institutions and consortia, as defined by the CPC including further education institutions, sixth forms, academies, schools and other similar organisations including British Museums.
The tender is also available for higher education institutions and related organisations via our colleagues in other consortia as per our joint contracting programme.
Other bodies that may potentially be interested in accessing the agreement include NWUPC (North Western Universities Purchasing Consortium), WFEPC (Welsh Further Education Purchasing Consortium), TPL (TUCO Purchasing Ltd., previously SNUPI), and British Museums. Please Note* SUPC (Southern Universities Purchasing Consortium) may be a potential user of this framework this will be confirmed or otherwise at a later stage, most likely before the Invitation to Tender stage.
The right is also reserved to negotiate the inclusion of other users who are outside the main scope of this Framework Agreement.
Scope of work.
The Single Supplier Framework Leasing Service shall be provided to the Crescent Purchasing Consortium and its Members by an appointed Service Provider, known hereafter as the “Advisor”.
The Advisor representing the CPC Leasing Framework shall be responsible for the following elements:
Phase 1.
Working in conjunction with CPC in the development of a tendering strategy, a tender specification, and methodology for the operational delivery of the CPC Leasing Framework to CPC Members.
The Advisor will assist CPC with the preparation of tender documentation for OJEU in the recruitment of a CPC endorsed bank of lessors that provide, but not limited to, Operating Leases, Finance Leases, Contract Hire, to the entire leasing market with focus on residual values, extension rentals and return conditions.
The Advisor will assist CPC in the drafting of tender evaluation criteria and detailed tender scoring matrices in line with CPC contract and compliance protocols.
The Advisor will assist CPC in evaluating tenders submitted by lessors, and then advise CPC in the recommendation for contract award including reporting on lessor selection and justification.
The Advisor will assist CPC with negotiation and award of the framework agreements to lessors, including support to CPC in the resolution of any disputes with unsuccessful bidders.
The Advisor will assist CPC in providing constructive feedback to unsuccessful bidders in order that they remain interested in quoting for future lessor tender opportunities.
Phase 2.
Once the bank of successful lessors is in situ, the Advisor will utilise the framework to be used in subsequent mini-tenders so that the Advisor can pursue and secure the best leasing deals on behalf of CPC members.
The Advisor will assist CPC with the drafting of User Guides and Marketing Material to promote the Leasing Framework to existing CPC members and potential CPC members.
The Advisor will assist CPC with the drafting of a Customer Service Charter that sets out the service/time lines a member can expect, inclusive of what elements of the Advisory Service maybe chargeable.
The Advisor will assist CPC with the drafting of a Customer Complaints Procedure, Process & Escalation Policy.
Advisor advice and assistance shall be provided to CPC at no charge. Consideration for the service shall be the granting of the right by CPC to provide a leasing Advisory service to CPC members.
The leasing framework shall have an initial duration of 2 years, extendible annually by a maximum of two additional years.
