A framework agreement with a manufacturer or manufacturers for the manufacture and delivery of a range of education furniture designed by CFG in the following lots:
Lot 1 – PT12 Pupils Tables – a range of educational tables for general learning areas such as classrooms, craft and science, teachers desks and dining facilities. The range of tables is detailed to match CFG designs and specifications. Exact quantities and values are not known.
Lot 2 – Ch12 Pupils Chair – a range of plastic moulded chairs with steel tubular frame for general learning areas such as classrooms and dining rooms. This range of chairs is detailed to match CFG designs and specifications. Moulding tools exist for some of the required Sizemarks. Exact quantities and values are not known.
Lot 3 – Bl12 Blogger & Wedge Tables – a range of shaped educational tables for general learning areas such as classrooms. The range of tables is detailed to match CFG designs and specifications. Exact quantities and values are not known.
Lot 4 – St12 Stools – a range of stools for general learning areas, dining, art, science and other study areas. CFG is seeking a manufacturer with either an existing stool for use in schools or for the production of a stool to match CFG specifications. There is an expectation that the products will meet appropriate standards for Educational use across the UK school age range. Exact quantities and values are not known.
The furniture will be ordered directly from the successful tenderer(s) by UK schools, Local Authorities and other users.
Delivery and prices are required nationwide throughout the mainland UK, with potential for UK island deliveries at varied terms of agreement.

Orders will be placed directly with the successful tenderer by framework users as identified above. The successful tenderer will submit invoices directly to those placing the orders in accordance with the Standard CFG Terms and Conditions of Contract.

Counties Furniture Group wishes its members to trade with one legal entity with a single point of contact and defined responsibility.

Description of particular conditions: Counties Furniture Group (CFG) is seeking to identify manufacturers with experience of manufacturing education furniture to UK and international standards, to produce items of educational furniture designed by CFG. Any original design and intellectual property rights originating from CFG will remain with CFG. The successful tenderer will pay quarterly to CFG a fixed manufacturing licence fee and a design royalty on all product sales.

Counties Furniture Group (CFG) is a not for profit Local Authority company. The Group undertakes research and designs furniture for use by its eighty member authorities and other framework users as identified above. CFG is seeking to identify manufacturer(s) with the capability and capacity to produce items of education furniture designed by CFG. All design and intellectual property rights originating from CFG will remain with the Group.
Applicants can apply for one or more of the lots described in paragraph II.1.1 above.
The deadline for the return of tenders will be 12 noon, 31.1.2013 and tenderers must maintain their tenders for a minimum 6 month period from this date.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: CFG will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided with a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the contact in Section 1.1. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (S1 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England and Wales).
