The Planning Portal is a UK and Welsh Government joint initiative, allowing the submission of all planning applications to local planning authorities across England and Wales, via a single interface. The site provides a variety of planning and other application types, as specified in planning and other legislation, and fully bilingually. The Welsh Government (The Client) are inviting tenders for a dedicated online planning application service for Wales. The service will need to be able to provide a similar level of service to the current Planning Portal, link seamlessly into existing local government ICT systems, and be fully compliant with the Welsh Language Standards. The contract period is for 3 years, with an option to extend for a further 3 years subject to annual performance reviews and budget approval.

The option to extend this contract for a period of up to 3 years will be available to the Client subject to annual performance reviews and budget approval.

The Client anticipates that due to the nature of the services being procured, there may be the need throughout the term of the contract to conduct periodic reviews to ensure the service developed is continuously fit for purpose. Such reviews may be necessary in the following scenarios (however this list is not exhaustive) and will always be subject to the required budget approval:
— Change of Government / Ministerial Priority;
— Changes to legislation governing Planning Process.
Therefore the form content must be able to be updated and revised, and new application types or questions to be developed. Any ‘ad hoc’ development required outside of what would be expected as part of standard service delivery (i.e. bug fixes, etc.) will be subject to a formal Change Request and Approval Process, with costing based on the submitted Development Day Rates.

The Client envisages the value of this contract to be between the 500 000 GBP and 1 000 000 GBP range (excl. VAT). This value range is for the full potential contract term inclusive of any extension options. The tender will be evaluated on the basis of the Most Economically Advantageous Tender.
