The framework agreement will be open to the members of advanced procurement for Universities and Colleges (APUC Ltd) and other UK procurement consortia as listed further below.

Framework for online streaming and online training services: lot 2 — film content.

The contractor shall supply film content covering a variety of film categories. Users shall be able to stream different films, with the contractor supplying a wide range of films as part of an Institution’s subscription. Films may include and without limitation, documentaries, educational films, plays, archived movies and blockbuster films. There may also be audio content included in any collection offered.

This framework agreement is available to participation from full and associate members and future members, within the UK higher education regional purchasing consortia as follows:

The contractor shall provide an online training platform. Courses may cover many subject areas to benefit support and professional areas in the Universities and Colleges. As access may be provided to students as well, courses shall also be relevant to the Scottish Credit and Qualifications Framework (Levels 7-12) and the framework for higher education in England, Wales and Northern Ireland (Levels 4-8).

With reference to question 4B.5 of the ESPD in the qualification questionnaire, bidders must confirm they can provide the following supporting evidence prior to award:

— employers (compulsory) liability insurance = GBP 5 000 000,

— public liability insurance = GBP 5 000 000,

— product liability insurance = GBP 5 000 000.

With reference to question 4B.6 of the ESPD in the qualification questionnaire, bidders must provide 2 years audited accounts or equivalent to demonstrate financial stabilities.

Alternatively if the contractor is unable to provide the required accounting information then they will be required to provide a bankers letter demonstrating their willingness to support the contractors organisation over the term of the framework agreement.

Submission of management information

Following commencement of the framework agreement, the contractor will provide a performance report to the authority on a quarterly basis to include spend by institution under the framework agreement for the reporting period.

Contractors must provide the information on a quarterly basis, within 10 working days following the start of each quarter. Data must be uploaded to the website: http://ucsp.ac.uk/ using the template provided (template shall be provided during the lead-in period). The supplied template is the only format permissible and should contain contractor name, tender reference, total net spend by institution each month. If there has been no spend for the quarter, then this will still require you to log in and record a nil spend return.
