NHS Wirral Clinical Commissioning Group (CCG) is looking to procure a Primary care mental health (PCMH) service — IAPT, Community Counselling Services and Bereavement support. The PCMH service will be required to work in an integrated framework with the secondary care mental health service provider and wider partners including GPs and 3rd sector organisations.

The PCMH service comprises the IAPT stepped care model and the delivery of assessment and interventions in line with the National IAPT Guidance model. This service will also need to deliver community counselling and bereavement support. The service will work in an integrated framework with the existing secondary care mental health provider, ensuring a seamless pathway for patients accessing mental health services and work collaboratively with other specialist providers, the charity, faith and voluntary sector organisations in delivering integrated referral and care pathways maximising the use of social prescribing, self-help, early prevention and intervention. The PCMH will deliver psychological therapies support across steps 2-4 to patients with common mental health disorders (like anxiety and depression). The service will ensure integrated pathways for patients with long term conditions or medically unexplained symptoms with an expectation that this will be delivered and integrated within primary care. Key outcomes of the service are as follows:
— increased access to psychological therapies — 2019/20: 22 %, 2020/21: 25 %,
— 75 % of people referred to IAPT services should start treatment within 6 weeks of referral, and 95 % should start treatment within 18 weeks of referral,
— at least 50 % of people who complete IAPT treatment should recover.
