II.1.5)Short description of the contract or purchase(s)

The contracting authority is establishing a framework to meet the document production needs of organisations across the entire public sector; from simply copy, scan and fax to complex requirements such as managed print solutions. The agreement is let of behalf of the Crescent Purchasing Consortium members, members of the North West Universities Purchasing Consortium and members of the Southern Universities Purchasing Consortium. The framework will also be open for use by all other public sector contracting authorities (as defined in Article 1 (9) of Directive 2004/18/EC and implemented by Regulation 3 of the Public Contract Regulations 2006) or their agents.
These include but are not limited to central government departments and their agencies, Non-Departmental Public Bodies (NDPBs), NHS bodies (including; acute trusts, ambulance trusts, primary care trusts, care trusts, NHS hospital trusts, strategic health authorities, mental health trusts, special health authorities), Local Authorities (as defined in Regulation3 (2) to (5) of the Public Contracts Regulations 2006 (‘the Regulations’), Police Authorities (as defined by Regulation 3 (1) (j) to (p) of the Regulations), Emergency Services, Educational Establishment (including Schools, Universities, Academies, Colleges of Further Education) and Registered Social Landlords who have a need to purchase these services. Under this framework there will be five lots. Suppliers may bid for a single lot, multiple lots or all lots. Once in place, subsequent award of individual pieces of business under lot 1 will be via direct award and under lots 2, 3, 4 and 5 it will be via further competition; which may include e-auctions.
The agreement shall be established for a period of three years with an option to extend for a further period of one year. The framework will consist of 5 lots as follows:
Lot 1: involves the supply and delivery of a limited offering of individual devices with standard configurations.
Lot 2: involves the supply and delivery of multifunctional devices from entry level devices through to large volume reprographics devices from across suppliers’ product ranges. It also involves the provision of associated print services such as print audit, networking services, project management services, print management software, document engineering and process reengineering.
Lot 3: involves the provision of recycled/refurbished technologies from entry level devices through to large volume reprographic devices.
Lot 4: involves the provision of managed print services up to and including fully outsourced solutions.
Lot 5: involves the provision of desk top printers.
It should be noted that lot 5 will not be made available for the use of Crescent Purchasing Consortium Members.

Dukefield Limited are acting as agents of Crescent Purchasing Consortium in the development and ongoing contract management of this framework.
The contracting authority will be using an e-tendering system to conduct this procurement exercise. To access the Pre Qualification Questionnaire suppliers must register their company details on the In-Tend system at xxxxxxxxxxxxxxxxx.
The contracting authority shall not be under any obligation to accept the lowest tender or indeed any tender. The contracting authority further reserves the right not to award any contract as a result of the procurement process and reserves the right to cancel the entire process or parts of the tender process commenced by the publication of this notice and in no circumstances will it be liable for any costs incurred by tenderers.
The duration referenced in Section II.1.4 is for the placing of orders.
The value provided in Section II.1.4 is only an estimate. The Contracting Authority cannot guarantee any business through this framework agreement.
The Contracting Authority wishes to establish a Framework Agreement for use by all Public Sector Bodies as stated in II.1.5.

If an appeal regarding the award of contract has not been successfully resolved then the Public Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court.
