The key elements of the required service are to:
— provide strategic advice and guidance,
— support specific procurements and related contract management activity, including leading on those of a corporate nature,
— provide a range of core services, for example, managing the e-procurement system and taking responsibility for OJEU processes etc.

The PQQ will be available electronically, however PQQs must be returned in paper form, not via SCMS, as per the instructions contained within the PQQ. They must be sent in a plain sealed envelope, marked with the tender reference, addressed to Rachel Woodward, North Yorkshire County Council, County Hall, Northallerton, DL7 8AD.
Following the PQQ evaluation, the ITT stage will also be conducted as a paper exercise rather than by using SCMS.

If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2006 (SI2006 No 5) and the Public Procurement (Miscellaneous Amendments) Regulations 2011 (SI 2011/2053) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 30 days beginning with the date when the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen.
Where a contract has not been entered into the court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. Following the 10 day standstill period, if no further debriefing has been requested, the court may only award damages once the contract has been entered into.
