Title

Tender for the Provision of Project Management Services with Integrated Design Team

2.2

Description of the goods or services required

West Lothian College is seeking to engage the services of a suitably experienced Project Manager with Integrated Design Team to develop full business cases for two projects and manage both projects from commencement through to completion. The College has no internal expertise for this requirement and is seeking a full service from the appointed Service Provider. The full business cases are required to be completed by 31 August 2013. The projects are required to be completed by July 2014.

The scope of the projects are as follows:

Project A Skills Centre – New Build Facility

This shall be the construction of a new building adjacent to the east end of the Street Building to provide a Construction and Engineering Workshop/Laboratory Training Facility.

It is anticipated that the building will provide for up to three class groups (3 x 16 learners) for 5 days per week, 6 hours per day, as a minimum. The proposed workshop will be multi-purpose where skills such as Carpentry and Joinery, Painting and Decorating, Renewable Energies, Plumbing, Roofing and Tiling can be developed for schools, pre-apprenticeships and apprenticeship programmes.

In addition to this, there shall be the requirement to modify the existing facilities that shall be vacant due to the transfer of classes to the new facility. This shall include:

-Extend engineering facilities

-Upgrade paved area behind Motor Vehicle Workshop to improve outdoor working facility

Indicative budget costs are in the region of £500k – £600k.

Project B Wellbeing Centre – Refurbishment of Sports Facility

This shall be the refurbishment of the current sports facilities to maximise the use of the Sports Hall and enhance facilities for learners.

Indicative budget costs are in the region of £50 – £70k.

Total budget for both projects is in the region of £550k to £670k. The budget costs are indicative, inclusive of contingency costs and subject to scope of the full business cases.

For info the College is progressing to full business case stage. No outline business case has been prepared.

Total quantity or scope of tender

The College requires the Service Provider to provide a full service as set out in the tender document. An overview has been provided below although this is not an exhaustive list:

Development of both full business cases

Manage the projects from full business case through to project completion

Manage the procurement processes of the construction and co-ordinate the procurement and installation of the furniture, fittings and equipment.

Manage and co-ordinate the different disciplines appointed to the contract to meet the projects timescales within budget

Manage and co-ordinate all drawings and all other information related to the projects

Provide professional advice throughout the projects duration

Manage the financial aspect of the project

Manage risk

Manage change control processes

Ensure all survey/site investigation works are carried out

Ensure all planning applications, building warrants, environmental standards/compliance and all other matters in terms of legislative compliance are carried out

Tenderers must meet the minimum standards as set out in the tender document. These are considered pass or fail. Tenderers must pass the minimum standards section for their tender to be considered.

Tenderers are required to upload any clarification questions to the Public Contracts Scotland Advertising Portal by Wednesday, 19 June 2013. The College shall respond to clarification questions by Thursday, 20 June 2013.
