II.1.5)Short description of the contract or purchase(s)

The City of Bradford Metropolitan District Council (CBMDC) is seeking to appoint suppliers onto a framework agreement to provide a sustainable and cost effective Property Relocations, Removals and Associated Services. (NOTE: Storage facilities will primarily be in-house with small amounts at 3rd party facilities. Suppliers appointed to this framework will be expected to pick up/deliver to any of our storage locations.) The framework Agreement will be either direct award or allow further competition in order to customize the framework to provide exact service requirements and maximise savings potential.
Office moves are normally planned to give adequate notification. In Year one it is expected the value to be approximately 150 000 GBP with a decline in Year 2. The estimated value of the framework, excluding VAT, is 200 000 GBP over the full potential period. This is an indicative amount for information only and no guarantee of future contract value should be assumed.
Please note that CBMDC cannot guarantee any volume or level of expenditure on this contract and requirements will be on an ad hoc basis. The level of spend highlighted above is purely for guidance.
The contract will run from 1.12.2012 for a period of one year with the option to extend for a further one year period pursuant to Council’s requirements.

The details of how to access these will be contained within Section VI.3 of this contract notice and any queries regarding this procurement should be made after reading these documents.

To help support bidders, a one hour Bidders Awareness Session will be held on Wednesday, 3.10.2012 at Bradford City Hall, Committee Rm 1 from 12:00 – 13:00. Officers from Estates Management and Procurement will be in attendance to go through the tender documents and provide awareness and guidance about the tender process along with answering any questions you may have about the service being procured. Attendees are asked to bring a copy of the full set of Tender documents with them on the day (Parts A, B & C). Spaces are limited so please only one attendee from your organisation is asked to attend. This contract is being advertised on a voluntary basis as the subject of the contract is considered to be services that fall within the scope of category 27 which is a part B services category as listed in schedule three of the Public Contracts Regulations 2006 (SI2006/5) (as amended) and Annex IIb of EC Directive 2004/18/EU.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The City of Bradford Metropolitan District Council will incorporate a voluntary minimum ten calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into and to start proceedings where such action is necessary.Such additional information should be requested from the person stated in the contact details in Section I.1 of this document.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006/5 (as amended)) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where a contract has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the court has the options to award damages and/or to shorten or order the contract ineffective.
