Design, procurement, installation and commissioning of a replacement fire detection and alarm system for a major operational plant based on the Westinghouse Springfields Site at Salwick, PR4 0XJ.
The plant consists of wet and dry chemical processing areas based over 5 floors, the majority of the area to be protected is within a designated Radiation & Contamination Controlled Area. Contractor personnel accessing this area will be required to achieve National Security Vetting at ‘Security Check’ (SC) level and undergo site and building specific safety training.
The Fire Detection & Alarm System should be designed and certified in accordance with British Standard BS 5839-1:2013 as a Category L1/P1 system. The existing system to be replaced consists of approximately 360 radio devices, 52 fire alarm bells, 19 fire alarm beacons and interfaces to the site Emergency Control Centre, heat detection panels, flame detection panels, ventilation damper control panels and automatic door closure units. This detail is provided as a reference of scale only, the designed system will consist of as many devices and interfaces as required to meet the specified standard.
Installation and commissioning should be performed and certified in accordance with British Standard BS 5839-1:2013. As the existing system is radio based, new cabling will be required throughout.
On successful commissioning and handover of the new Fire Detection & Alarm System, the contractor will be required to strip out all aspects of the original system.
Applicants must be demonstrably competent organisations that are third party certificated, by a UKAS accredited certification body, specifically for the design, installation and commissioning of fire detection and fire alarm systems. All works must be covered by an approved method statement and risk assessment, including both chemical and radiological risks in addition to conventional safety.
