Main site or location of works, place of delivery or of performance: The Contracting Authority’s requirements will cover domestic and commercial buildings in the Borough of Dartford, Kent. The contract will also allow certain other public bodies (defined as a Relevant Public Body in the proposed contract) to participate in the arrangements with the consent of the Contracting Authority. Relevant Public Body will be defined as any Contracting Authority which exist or are established or otherwise exercise some or all of their statutory functions within a geographic boundary south of Derby encompassing all Local Authority areas within England and Wales South of this location, including Local Authorities, Registered Housing Associations, NHS Bodies, Educational Establishments, Sheltered Housing Schemes.

Dartford Borough Council is seeking expressions of interest and return of tenders in relation to their programme for the monitoring, maintenance, service and repair of renewable energy systems to both domestic and selected commercial properties, but also on the basis that other Relevant Public Bodies may also with to participate in the arrangements.
The Council wishes to award a contract to a single supplier.
The services shall include domestic housing properties, including sheltered accommodation and small individual commercial systems, to any height of building, (for the purpose of roof mounted systems). The management services shall include, but not be limited to the following; Monitoring & system management services, exception & alert reporting, Registration and revenue collection services including Feed In Tariff (FIT) and Renewable Heat Incentive (RHI) where applicable, servicing, maintenance and response repairs, product warranty management.
The technologies will be limited to include solar photovoltaic (PV) systems, Air to Water and Ground Source Heat Pumps and Solar Thermal systems or combinations of these systems. Over the life of the contract the potential number of systems, requiring management services by the Council and the Relevant Public Bodies, could exceed 10 000 systems although the Council gives no guarantee to volume or value of this contract.

The Contract will allow certain other public bodies (defined as a Relevant Public Body in the proposed contract), to participate in the arrangements with the consent of the Contracting Authority. Relevant Public Body will be defined as any contracting Authority which exists or are established or otherwise exercise some or all of their statutory functions within a geographic boundary south of Derby encompassing all Local Authority areas within England and Wales South of this location, including Local Authorities, Registered Housing Associations, NHS Bodies, Educational Establishments and Sheltered Housing Schemes.
The duration of the contract will be up to 23 years, subject to satisfactory performance and the terms contained in the contract conditions. All contracts will end no later than 30.9.2036. and will commence on the date when both the joining party and contractor enter into an agreement.
It is estimated that the value of the contract could be in the region of GBP 442 750 – GBP 28 750 000 over the whole life of the contract, although Dartford Borough Council gives no guarantee to value or amount of systems requiring monitoring, maintenance, service or repair.
All expressions of interest must be made via the South East Business Portal – www.businessportal.southeastiep.gov.uk. The opportunity will be found under Opportunities and by selecting Dartford from the drop down Council list. Suppliers will need to register with the South East Business Portal in order to express an interest. Once the expression of interest is made the supplier will receive two emails; the first will confirm the expression of interest and the second will contain a link to access the invitation to tender documents, including specifications and contract conditions.
