II.2.4)Description of the procurement:

To provide residential overnight short break services to children and young people with a disability in an appropriately regulated, and Council approved, residential setting that will include overnight stays in both a planned manner and in response to crisis or emergency situations.

To enhance the offer of residential overnight short breaks with community-based outreach support to offer extended support to work with children and their families within the family home. The provider(s) will ensure a person centred, outcome based approach which will underpin service delivery.

The initial contract period will be 2 years with the option to extend for up to a further 36 months. These services may be subject to other modifications and changes in order to meet the changing needs and demands of the Council and the customers. This may also be as the result of additional or reduced funding streams.

The Council will undertake its financial assessment of the tendering organisation (and if considered necessary by the Council, any partners within a consortium bid) based on its own evaluation of the tenderers’ most recent 2 years accounts (or if 2 years accounts are not available, equivalent evidence which confirms financial viability). The assessment of accounts will be supported by an independent credit reference report from creditsafe where this is available. The Council may also impose a bond or performance guarantee on the successful tenderer. minimum level(s) of standards possibly required. Evidence as stated in the tender documentation.
