Derbyshire County Council Public Health is seeking a single provider to deliver a targeted substance misuse service for children and young people under the light touch regime (LTR) to screen higher risk populations throughout Derbyshire (excluding Derby City) in order to identify young people using drugs or alcohol and other psychoactive substances; deliver interventions aimed at reducing harm and refer to the specialist service where more intensive support is required.

The contract start date will be 1.6.2020 to 31.3.2022 with the option to extend for a further 2 years up to 31.3.2024.

There will be an implementation period of 3 months prior to the contract start date.

Please note that the contract price is fixed at 112 000 GBP per annum for the contract term up to 31.3.2024.

(Please note the amount will be pro rata for the first 10 months of the service.)

Derbyshire County Council will incorporate a minimum 10 calendar days (or 15 if non-electronic or fax methods used) standstill period at the point information on the award of the contract is communicated to the relevant economic operators. Debriefing by the Council shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the Regulations). Such information should be requested from the addressee in Section I.1). If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought as soon as possible.
