Procure Plus (PP) is a social housing regeneration consortium based in the North West of England. PP has formed an alliance with Cumbria Housing Partnership (CHP), Procure Plus Associates (PPAL) and Efficiency North (EN). Subject to business requirement this alliance may from time to time, include other housing associations in the United Kingdom. This alliance is known collectively as Re:allies. Re:allies brings together expertise from across the North of England to deliver a highly efficient approach to procurement and regeneration at a local level. Further additional housing consortia may join the Re:allies alliance from time to time. Further background information can also be obtained by visiting www.re:allies.com

PP is acting as contracting authority on behalf of the Re:allies alliance and wishes to procure and enter into a Framework Agreement with multiple suppliers for the supply and distribution of a diverse range of external and internal goods and materials for use predominantly within social housing properties but this may extend to other public sector buildings such as schools.
Re:allies leverage demand for construction, materials, services and contractors in order to deliver significant cost savings and regeneration in the communities in which our clients operate. The Framework Agreement will be a fundamental contributor to the delivery of high quality work and value for money.
The Framework Agreement will operate in conjunction with PP’s Framework Agreement for the supply of installation and labour (which is the subject of a separate Contract Notice and procurement process). Suppliers appointed to the framework agreement will be required to interact on an operational level with, and supply certain goods and materials to, the contractors appointed to the installation and labour framework agreement. This will offer clients and customers a unique approach to the completion of planned maintenance and cyclical works. Further details of PP’s requirements in this regard will be contained in the invitation to tender and contract documents.
This Framework Agreement will also operate in conjunction with EN’s framework agreement for elemental works. Suppliers who are appointed to the Framework Agreement will be required to interact on an operational level with, and supply certain goods and materials to, the contractors who are appointed to the EN elemental works framework agreement in order to deliver works to the timescale and specification of the clients and customer. The EN elemental works framework agreement is part way through its four year term and is managed and operated by EN. Further details of EN’s requirement in this regard will be contained within the invitation to tender and contract documents.
The Framework Agreement will allow contracting authorities named and referred to within this notice to enter into underlying contracts for the supply and distribution of a diverse range of external and internal goods and materials covered by the Framework Agreement. The suppliers and distributors who are appointed to the Framework Agreement will be required to supply and distribute goods and materials predominantly to the regions of Greater Manchester, Lancashire, Merseyside, Cheshire, Shropshire, Staffordshire, Yorkshire and Humberside. This may extend to other parts of the UK.
PP intend to evaluate a regional and sub-regional approach to the distribution of building materials, plumbing and heating materials and electrical goods. PP will use this procurement process to evaluate and award the optimum distribution solution in respect of quality and price for the Re:allies alliance. Applicants are referred to the guidance in respect of Lots 1- 9 for further details.
The Framework Agreement will be divided into a number of different Lots and they are as follows –
