Whilst the initial requirement is for Dorset County Council, the following authorities are collaborating with this framework:

Framework Value
The estimated value of combined spend for Dorset County Council and its collaborative partners is £2,800,000 GBP based on 4 years. This figure is given in guidance only and the Council cannot guarantee that this value of business will be generated during the period of the framework.
To allow for possible interest from other Contracting Bodies, the estimated value for the entire duration of the Framework shall range between £2,000,000 and £6,000,000.
Framework Duration
The period of the framework will be for 3 years (commencing 1 October 2013 and ending 30 September 2016) with provision to extend the framework for a further 12 months subject to satisfactory performance, making a total 4 year period.

Section III: Legal, economic, financial and technical information

(j)has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.

It is a minimum requirement for this Contract that the supplier must have Employer’s Liability Insurance with indemnity levels that meet statutory requirements for the full term of the Framework. It is a minimum requirement for the Framework that the supplier(s) must have Public Liability Insurance of at least £5 000 000 GBP for the full period of the Framework. It is a minimum requirement for the Framework that the supplier(s) must have Product Liability Insurance for the full period of the framework.

Tenderers are further advised of the following in respect of further competitions; Some end users may opt to use electronic methods for running their further competitions, and that evaluation of tenders will be included within electronic process; Equally, some contracting bodies may opt to use non-electronic methods; interview, presentations and/or site visits may be required as part of the process at further competition stage; an electronic reverse auction may be conducted as part of the contract award process at further competition stage (even though an e-auction is not being used to appoint contractors onto the Framework itself).
The Contracting Authority expressly reserves the right not to award any framework as a result of the procurement process commenced by publication of this notice and in no circumstances will the Contracting Authority be liable for any costs incurred by the candidates. Any expenditure, work or effort undertaken prior to framework award is accordingly a matter solely for the commercial judgement of potential suppliers.
