Buckinghamshire County Council (BCC) is seeking to procure an Adult Social Care Resource Allocation System (RAS) which can provide accurate and sustainable financial cost information and is supported by best practice needs assessment, support planning and review tools. The RAS is a central part of the self-directed support agenda and it will provide the algorithms and architecture which converts the qualitative information gathered within the Self Assessment Questionnaire (SAQ) in to a quantifiable value which is allocated to meet the individual’s assessed eligible needs.
The contract scope will include social care assessment tools, support planning tools, review tools and a system to calculate a Resource Allocation for service users.
Case management and document management systems are excluded from scope.
BCC currently use the SWIFT Care Management System, are running v25.2 and are moving to version 27.01. The move to v27.01 is scheduled to go live Q1 2013.
Mandatory requirements.
— HTTPS and / or VPN network security employed by the proposed solution,
— The solution provides a correlation in access of 90 %,
— Applications that are warranted not to suffer from any of the Open Web Application Security Project – OWASP top 10 vulnerabilities,
— Data originating from Buckinghamshire County Council to be stored on IT servers that reside within the European Union,
— The RAS and Assessment Tools must be compatible with and capable of being easily integrated with versions 25.2 onwards of the SWIFT system.
The Council is of the opinion that TUPE regulations will not apply to this contract.
