Description of the contract

Your organisation’s response to this Invitation to Tender will allow Southend Borough Council to determine the service provider that will be awarded for the Stray Dog Service. The Stray Dog Service is vital in providing the public with the means of reporting and for safe collection of stray dogs found within the borough. An effective collection, kennelling and repatriation service reduces the potential for stray dogs to cause concern within local communities as well as looking after the welfare of the dogs themselves and reduces the distress to owners who’s dogs have become stray. The winning service provider will be responsible for the provision of the stray dog collection and kennelling service within Southend Borough, which will be inclusive of, but not limited to: • Providing a working hours service to seize and detain stray dogs • Provide an ‘out of hours’ drop off point for stray dogs taken by members of the public • Provide kennelling and proper veterinary care for the safe custody of dogs until claimed and in accordance with statutory requirements • Provide microchipping for all dogs seized before return to their owner • Collection of fines from the public in respect of claimed dogs The proposed contract term is two years initially, with a review to be undertaken following this initial period.
