Travel agency, tour operator and tourist assistance services. Administrative services related to tourism affairs. Promotional services. Leicestershire County Council wishes to engage a suitably experienced organisation that will bring flexibility, innovation and creativity to tourism support activity in the county in order to increase leisure and business visitor numbers and spend, including an increased number of overnight stays, and to improve the range and quality of products (attractions, facilities, accommodation) offered in Leicestershire. The successful organisation will be required to operate and maintain a destination management system and marketing tools to promote the county and underpin campaigns and to deliver and/or commission campaigns to increase tourists visiting and/or staying in the county. They will be required to influence national, sub-regional and local agencies in relation to policy and funding for the benefit of the local visitor economy and to demonstrate effective partnership working with local visitor economy businesses, local tourism partnerships/ bodies, the LLEP; other key stakeholders; and adjoining areas by establishing a Board/ Partnership/ Delivery model which gives local visitor economy businesses a major voice as well as fully involving the Council and other key stakeholders, and which involves transparent decision-making with clear accountabilities and strong performance management arrangements. It is a requirement that the successful organisation creates a base and substantial presence within, or close to, the county, together with robust arrangements for measuring, understanding and reporting the impact of the contracted interventions and the performance of the local visitor economy, and the provision of research and market intelligence to underpin interventions. A key output will be to establish a clear strategy for reducing reliance on public sector funding beyond 2016, including through the generation of income and contributions from private sector partners. The targeted date of contract commencement is 1.4.2013.

Precise information on deadline(s) for lodging appeals: ESPO on behalf of Leicestershire County Council, will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. Applicants who are unsuccessful shall be informed by ESPO as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2006 (SI 2006 No. 5) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and/or order the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
