II.2.4)Description of the procurement:
The Council has determined an ‘intervention’ to assist our programme for improving attainment in literacy and numeracy, will be the use of AVIG Accredited Practitioners to deliver training to Council staff on Video Interaction Guidance (VIG) and Video Enhanced Reflective Practice (VERP). We believe this intervention will support the Council to raise attainment by helping staff, trained on VIG and VERP, to reflect on their professional practice and to improve interactions with pupils. This intervention is core to our Scottish Attainment Challenge professional learning programme.
This intervention is already well established and growing within the Council as part of the early years collaborative (EYC). We have a database of evidence and good practice around VIG and VERP which has allowed us to report on the ongoing success of this intervention to Scottish Government throughout the life of the attainment challenge programme.
The establishment of this framework will allow the local authority to have access to a pool of Accredited Practitioners to support our professional learning programme.

Award Criteria will be assessed first. Then the 6 Highest Scoring tenderers against the ‘MEAT’ Price:Quality award criteria will be assessed for their Selection (ESPD) Response.
Selection Criteria, from ESPD, will be assessed using the Global Question.
Pass = ‘Yes’ Response
Fail = null or ‘No’ response.
