The Contracting Authority intends to procure on behalf of itself a private sector partner to collect, transport and treat residual waste (or so called black bin waste) in order to achieve a recycling/landfill diversion rate for this material in excess of 50 % by weight. The treatment of this waste is intended to ensure that the Contracting Authority meets its obligations under Domestic and European legislation including the Landfill Allowance Scheme (Northern Ireland) Regulations 2004. The Contracting Authority anticipates that some 10,000 tonnes per annum of residual waste will require treatment and that the duration of the contract will be be for an initial period to end on 31.3.2016 with an option to extend by up to a further two years. The Contracting Authority envisages the use of processes such as Mechanical Biological Treatment, Anaerobic Digestion and the production of Solid Refuse Fuel for energy recovery as being acceptable technologies for the treatment of the Contracting Authority’s residual waste.
