The National Assembly for Wales Commission wishes to invite potential service providers to tender for the provision of Welsh and English translation and interpretation services.
On the basis of the tenders received, the National Assembly for Wales Commission will select a number of suppliers to enter a framework agreement to provide these services under lots.
The Assembly’s aim with this call-off contract is to work with a limited number of trusted and reliable translators in order to ensure that all output of the Translation and Reporting Service (the Service) is of the highest quality, is consistent with respect to house style and makes the best use of technology in order to improve efficiency. Successful bidders will be expected to show a commitment to undertake work regularly for the Assembly.
This procurement will follow the Restricted Procedure. Only suppliers that are successful at the pre-qualification stage will be invited to the Invitation to Tender stage.

Description of the lots
1. Simultaneous translation (constituency/regional) — Welsh to English interpretation commissioned by Assembly Members or their staff for non-party-political constituency/regional meetings and events and other external, non-party-political meetings and events.
2. Simultaneous translation (Assembly Commission) — Welsh to English interpretation commissioned by the Service for Assembly Commission meetings and events held on the Assembly estate and elsewhere.
3. Members’ constituency work — Assembly Members or their support staff will contact the successful contractor directly in Welsh or English requesting translations of various types of documents of varying lengths e.g. letters, surgery notes, posters but more commonly these are shorter requests with a tight deadline. The successful contractor will need to have a designated e-mail address and phone number to deal with this work and be available between 9:00 and 17:00 from Monday to Friday.
4. Legal work -Translation of Bills, Explanatory Memoranda, amendments to Bills or other documents of technical content.
5. Research Service work — Research Service blogs or briefs. A brief is a private document produced to facilitate discussions between Members in committee meetings. It also includes suggestions of questions a Member may wish to ask a witness. You will need to be aware that certain sections of a brief will be read in public.
6. Welsh > English — Usually, correspondence sent by external organisations which we translate into English in order to enable staff and/or Members to understand the content.
7. English > Welsh — General text translation of various lengths but more commonly lengthy committee reports with a very tight deadline.
8. Weekend — Work exceeding 1 000 words sent to the contractor after 12:00 on Friday and is expected to be returned before 9:00 on Monday. Only contractors who are able to commit to week-end work during the Assembly’s sitting weeks should apply for this lot.
9. Record of Tuesday’s Plenary Proceedings (English > Welsh) — Fixed rate of 70 GBP within 2 days of receiving the work.
The work will be sent to the contractor by 12:00 on Wednesday and will be returned by 12:00 on Friday.
10. Record of Wednesday’s Plenary Proceedings (English >Welsh) — Fixed rate of 70 GBP within 2 days of receiving the work.
The work will be sent to the contractor by 12:00 on Thursday and will be returned by 12:00 on Monday.
