II.1.5)Short description of the contract or purchase(s)

The Met Office is looking to expand its network of GNSS sites, and as a result is seeking of additional integrated GNSS antenna / receiver systems, capable of providing near real-time GNSS delay data in order to derive the water vapour content in the atmosphere above each site. Using the Tropospheric delay at Zenith or Zenith Total Delay (ZTD) it is possible to obtain a measure of the integrated Tropospheric condition, which is then assimilated into the Met Office’s Numerical Weather Prediction (NWP) modelling.
In order to facilitate this expansion of the GNSS, the Met Office is looking to establish a framework agreement with a single supplier for the supply of these GNSS antenna / receivers, whereby systems can be called off in line with operational requirements.
The framework agreement will be for a fixed period of 3 years, with the option to extend for a further 1 year period. Where it is envisaged, that the bulk of the equipment requirements will come within the first year, with approximately 20 sites deployed, and thereafter potential ad hoc demands for smaller quantities, and spare systems in subsequent years.
The selection of the supplier of this GNSS equipment will be by the means of this tender process, under an EU Open procedure, where the supplier will be selected based on the Most Economically Advantageous Tender, using the evaluation criteria as set out within the tender documentation.

Information and formalities necessary for evaluating if the requirements are met: Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order compulsory winding up the administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
