This service will include;
— A specialist sexual health service (delivering joined up complex and non-complex STI screening and treatment, contraception and Chlamydia screening and treatment services with a focus on young people), which will provide clinical leadership for and manage:
— A community outreach sexual health service for ‘most at risk’ populations such as MSM, black Africans and sex workers
— A support service for people living with HIV.
Key service outcomes
The Integrated Sexual Health Service will support delivery against the three main sexual health Public Health Outcome Framework measures:
— Under 18 conceptions,
— Chlamydia diagnoses (15-24 year olds),
— People presenting with HIV at a late stage of infection.
The Integrated Sexual Health Service will contribute to the following indicators which are monitored by the City of York Council to measure the effectiveness of delivery of the local sexual health system.
— The incidence of sexually transmitted infections (STIs) in York,
— The incidence of STIs in people under 19 years,,
— The chlamydia diagnostic rate for those aged 15-24 (target 2 300 per 100,000 15-24 year olds),
— The rate of under 18 conceptions/1000 women aged 15-17,
— The number of abortions and repeat abortions in York,
— The percentage of HIV diagnoses considered as late diagnoses (defined as measured by the CD4 count of less than 350 mm³).
Contract value and contract period
It is intended that the contract will commence in July 2015 for an initial duration of 3 years with the option for the City of York Council to extend the contract for a further 2 x 12 month periods. The maximum budget provision for an integrated sexual health service on behalf of the City of York Council would be 1 500 000 GBP per annum. Bidders who submit bids in excess of this price will be automatically eliminated from the process and not considered for the contract.
TUPE may apply to this service/contract so please be aware that if TUPE applies it will be contractor to contractor and as such bidders must seek their own legal advice. Workforce information from the current service providers will be released to those bidders that have passed the PQQ evaluation criteria and achieved the PQQ minimum quality threshold score, on receipt of a signed confidentiality agreement emailed to Mark Woolford firstname.lastname@example.org
The TUPE workforce information contains staffing information supplied by the existing service providers where the current providers believe TUPE may apply. Please note that the TUPE information relates to existing arrangements which currently cover both the North Yorkshire and City of York Council areas. As a result, in some cases the information may relate to both North Yorkshire and York.
Note that City of York Council does not guarantee the accuracy of the information provided and that the successful bidder will be provided with employee liability information by the current providers in accordance with the TUPE Regulations 2006. The provision of this information does not amount to a discharge of those obligations on behalf of the current providers.

Requests for documentation should not be made by telephone or e-mail. The documentation should be completed and returned by no later than the deadline specified in IV.3.4. Late submissions will not be accepted.
City of York Council have included within the Invitation to tender documents the requirement for bidders to comply with offering the Living Wage to their employees who receive the minimum wage who would be directly employed in the delivery of the Integrated Sexual Health Service in order to be considered for this contract. There is also the requirement for bidders to assist City of York Council in relation to the White Ribbon Campaign to ensure the City of York Council complies with its obligations as a White Ribbon City. In regards to these requirements the City of York Council will assess the responses to these requirements on a Pass/Fail evaluation criteria basis as defined within the Invitation to tender documents.

The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006/5) provide for aggrieved parties who have been harmed or areat risk of harm by a breach of the Regulations to take action in the High Court (England, Wales and Northern Ireland).
