Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

The contract is for 2 years with the option to extend for up to an additional 2 years. It is intended that the contract will commence on 1.4.2014. Any extensions will be subject to satisfactory performance, continued value for money, local authority requirements and polices, market forces and/or changes in legislation. The Council is using the e-business portal known as the Chest (www.the-chest.nwce.gov.uk) to conduct the procurement exercise. To gain access to the tender documents, applicants will need to register their details at the following link https://www.the-chest.org.uk . Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the tender documents. Applicants will need to electronically submit their completed tenders and accompanying documentation via the Chest on-line portal by 14:00 hours on 25.11.2014. As referred to in IV.3.4. Any clarification/ queries will also need to be submitted via the Chest web site.
