The Council is looking to work in conjunction with a company that can ensure the supply of the required appliances and is able to fit these appliances to a high standard. The winning Bidder must also be able to deliver and fit the appliances at a range of accommodation types across the Borough. At the time of fitting the scheme related white goods, the winning bidder will be required to remove and dispose of the old appliances in an environmentally responsible manner.
So that Southend Borough Council can monitor the scheme, to ensure it is operating to its full potential; the winning bidder will be required to report back to the Council on the general wellbeing of the recipient and whether or not the white goods are required.
The majority of Applicants that look to avail themselves of the scheme are vulnerable adults, or individuals taking up a new tenancy after a period in an institution or hostel. This contract represents a vital aspect of community support as it enables vulnerable people and prevents isolation, homelessness and reliance on supported accommodation.
The cost for all white goods provided under the Essential Living Fund is currently funded by Central Government. The scheme is confirmed to run until the end of March 2016. Therefore the contract term is limited to this timeframe. However, a possible contract extension will be included in the event that the scheme is either extended by Central Government or the Council is able to provide funding for the scheme beyond 1.4.2016.
