II.1.5)Short description of the contract or purchase(s)
The Council has an identified requirement for the bulk supply of de-icing salt — Brown Ground Rock Salt — 6mm, to support the Council in its delivery of front-line winter service delivery.
In the event of harsh winter conditions, where there is a shortage of supply of brown ground rock salt, the Council may also have a requirement for the bulk supply of White Rock Salt (Marine Grade) — 6mm.
The Council will require bulk delivery of the goods detailed in this tender to the Councils Highways depot at Taylors Lane in Oldbury.
For the purpose of the Invitation to Tender, prospective suppliers are required to submit prices taking into consideration these delivery requirements.
As an indication the Framework Agreement is expected to commence on 1.2.2015 and will be for a period of 4 years effective from 1.2.2015 to 31.1.2019, with no option to extend. There is no limit (within reason) to the duration of individual orders awarded under the Framework Agreement.
Expenditure for the Supply of Brown Ground Rock Salt for the Council over a recent 12 month period was GBP 350 000. Expenditure on this product over the possible four year period of the Framework Agreement is expected to be in the region of GBP 1 300 000.
These figures are intended to be used as a guide only and are not a guarantee of business that will be generated from the Framework Agreement. The Council is not bound by this estimate and may purchase more or less.
The Council is following the Open procedure for this procurement exercise and the I T T and related documents will be available to Tenderers upon an expression of interest on the Sandwell M B C In-tend Supplier Portal.

I T Ts must be submitted through the Sandwell M B C In-tend Supplier Portal by no later than 16:00 hrs, 24.11.2014 which is the date fixed for submission of responses to the I T T.
