The requirement here is for the supply of a supplementary internal audit resource to support the Chief Internal Auditor of the Council in the delivery of the annual internal audit opinion on the overall adequacy and effectiveness of the Council’s framework of governance, risk management and control. This resource is required to discharge specific reviews contained in the internal audit plan. Whilst the internal audit work assigned by the Council under this arrangement may cover any review contained within the plan it is anticipated that the focus will be primarily on non-financial areas which may include technical reviews of specific areas within the ICT infrastructure. The services to be provided in respect of reviews assigned will include the planning, performance, quality review, preparation of the draft report and communication of the results. The successful supplier will be required to conduct all work in line with relevant standards including the principles contained in the Public Sector Internal Audit Standards and the CIPFA Local Government Application Note for the United Kingdom Public Sector Internal Audit Standards.

Minimum level(s) of standards possibly required: Tenderers must demonstrate an average annual turnover of no less than GBP 200 000 when considered over the 3 full years data which will be available from the 2 years’ audited accounts provided. Tenderers should note that the unaudited current financial year information will only be taken into account for this purpose if a) the Council is satisfied as to its reliability and (b) it relates to a full 12 month period; and
Tenderers must hold or commit themselves to holding prior to the date of contract award the following minimum insurances with a reputable insurance company:
a) employer liability to the extent of at least GBP 10m per claim and unlimited in total
b) public liability insurance to the extent of at least GBP 5m per claim and unlimited in total and
c) professional indemnity to the extent of at least GBP 2m per claim and unlimited in total.

Tenderers must demonstrate that there are adequate levels of appropriately experienced and qualified staff and physical resources allocated to delivery of the supply for which tenders are now sought.
Tenderers must demonstrate that they have a good track record of successful delivery of services comparable in nature and scale to the supply for which tenders are now sought.
Tenderers should be able to demonstrate at least 5 years recent experience of provision of internal audit services within a public sector environment which will include specific experience within a Scottish local authority environment.
Tenderers must be able to demonstrate experience and expertise in a wide range of internal audit areas including specialist areas of audit such as ICT.
Tenderers must hold a current registration with a Recognised Supervisory Body.
Tenderers must be subject to periodic external quality assessment of the audit work they perform and demonstrate the outcomes of the assessment(s).
