Description of the goods or services required
Stirling Council is inviting tenders for a proposed Framework Agreement for the Testing of Taxi and Private Hire Vehicles, within the Council’s area. The Framework Agreement will operate from 1 December 2014 until 30 November 2017, with an option to extend by one further year until 30 November 2018.
Stirling Council requires a framework agreement consisting of at least 3, but no more than 8, suppliers. This will depend on the evaluation and compliance of tender submissions.
Each year the Council has a requirement for around 300 tests to be carried out. It is intended that taxi and private hire operators will be able to choose from the successful suppliers and will pay that supplier, direct, for the cost of carrying out the vehicle test. No work is guaranteed under this framework.
It will not be permissible for any supplier who operates taxi or private hire vehicles to carry out tests on their own vehicles.
