This notice invites Tenderers to submit a bid to provide services for the uplift and transportation of deceased persons in areas across Scotland. The ITT is split in to thirty nine (39) geographical lots. One contractor will be appointed per lot. Tenderers may apply for one or more of the lot areas. Consortium or subcontractor bids will be considered.
The following is required under this contract:
To uplift deceased persons from a locus and transport to either a designated local mortuary or city mortuary as required (mortuary locations detailed by lot as appendices). Each area may have different transport requirements in line with the geographic characteristics.
The requirement for transportation is only in circumstances where there is a requirement for Police/Crown Office and Procurator Fiscal Services (COPFS) investigation in to the death. Non-suspicious deaths where a death certificate is issued will not form part of the requirement.
This tender incorporates the full requirement for transportation services for Police Scotland and COPFS. Police Scotland will be the main point of contact for all enquiries relating to the contract. All invoices for transportation services will be sent to Police Scotland.
The following transport has been identified as forming part of the requirement:
1. ‘First Transport’ — First transport will occur where a deceased person is transported from a locus to a designated local mortuary or city mortuary. This will include transport from islands;
2. ‘Second Transport’ — Second transport will occur where a deceased person has been transported to an initial location and on further instruction from the COPFS is transported again, to a City mortuary. In some areas this may include transfers back to the initial location;
3. ‘Return Transport’ — Return transport will occur where all Police and COPFS examination is complete and the deceased person is transported back to local jurisdiction on behalf of the bereaved family.
Tenderers must refer to the lot specific information provided as appendices to the TT Document for details of the transport/cost requirements for that area.

Precise information on deadline(s) for lodging appeals: The Scottish Police Authority will issue to all tenderers by electronic means a formal award decision notification. The notification will give reasons for the award decision and provide details of the standstill period during which period the Scottish Police Authority will refrain from awarding any Contract, which period shall not be less than ten clear days from the date of the issue of the notification. If proceedings are served on the Scottish Police Authority in relation to a Contract that has not yet been entered into, the procurement process will be automatically suspended. The Public Contracts (Scotland) Regulations 2012 (as amended) provide for aggrieved parties to take action in the Sheriff Court or the Court of Session. Any proceedings brought under the Regulations (other than proceedings seeking an ineffectiveness order) must be brought within thirty days of the date on which the unsuccessful party knew, or ought to have known, that grounds for starting the proceedings had arisen unless the Court considers that there is a good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of three months from that date. Any proceedings seeking an ineffectiveness order must be brought within thirty days of the relevant date under Regulation 47 (8) of the Public Contracts (Scotland) Regulations 2012 (as amended), or, if neither of the circumstances in Regulation 47 (8) apply, within six months of the date the Contract was entered into.
