(2) 12 District/Borough councils as Waste Collection Authorities (WCAs);
(3) Southend Borough Council (SBC) as a unitary authority is both as WDA and a WCA.
For the purposes of this notice and procurement exercise: EWP will be used to denote ECC and SBC who shall be acting jointly to procure a Waste Data Management System under a Joint Working Agreement and partnership arrangements.

Performance Management of Disposal Contractors, Mechanical & Biological Treatment Facility Contractor and Integrated Waste Handling Contractor
The EWP prerogative is not to undertake further in-house development of legacy systems and the EWP’s existing Waste Data Management System, RAPID (Reporting And Performance Information Data). RAPID would require significant development to support the EWP changing business landscape and enhance the efficiency of managing the EWP waste data.
SBC is a Unitary Authority within the County boundaries and ECC’s strategic waste partner under the EWP. SBC currently uses a cloned copy of RAPID and will require access to and use of the replacement System. ECC and SBC will have read-only access to the other’s data. The system should therefore be able to handle all returns of data needed to comply with waste data flow requirements as a Waste Disposal Authority (WDA) and Waste Collection Authority (WCA).
The contract term for the proposed scheme is for 3 years this Agreement may be extended for one or more periods of one or more years, up to a maximum term of 2 years, at the sole discretion of the EWP.
The service shall be commissioned by ECC on behalf of the EWP. All named Essex City, Borough and District Authorities will require access to the system, however EWP is not purchasing this system on their behalf.
Interested suppliers will be required to complete a pre-qualification questionnaire to be returned by 12:00 noon 6.1.2014. Successful applicants, based on the evaluation of the Pre-Qualification Questionnaire (PQQ), will be shortlisted and Invited to Tender (ITT) at a later stage. Suppliers are required to achieve a minimum percentage score of 40% for sections 9 and 10 in order to progress to the Invitation to Tender stage.
ECC reserves the right not to award the contract or to cancel the procurement at any stage.
The Authority will consider the Public Services (Social Value) Act 2012 requirements during this procurement exercise and as part of the resulting contract.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Specific conditions relating to the performance of the contract will be set out in the project documentation to be issued to Bidders at the Invitation to Tender (ITT) stage of the procurement.
Minimum level(s) of standards possibly required: As set out in the PQQ which is available from the supplier portal address shown in section I.1.

Section IV: Procedure
Objective criteria for choosing the limited number of candidates: The Authority intends to restrict the number of economic operators invited to tender to a minimum of 5. In the event that less than 5 responses to this Pre-Qualification-Questionnaire are submitted the Authority reserves the right to proceed to invitation to tender with less than 5 economic operators.

Bidders are advised that the Authority is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a bidder considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it does not wish to be disclosed and specify clearly the reasons for its sensitivity. The Authority shall take such statements into consideration in the event that it receives a request pursuant to FOIA or EIR which relates to the information provided by a supplier. However, if the information is requested, the Authority may be obliged under FOIA and/or EIR to disclose such information, irrespective of the supplier’s wishes. Please note that it is not sufficient to include a statement of confidentiality encompassing all the information provided in the response.
