Invitation to Tender (ITT) for the Provision of Training: Water Rescue Technician Instructor

2.2

Description of the goods or services required

The Scottish Government (SG) has announced the intention to create a single Scottish Fire & Rescue Service (SFRS) from 1 April 2013. Under the Fire (Additional Function) (Scotland) Order 2005, the SFRS has a statutory duty to make provision for rescuing people trapped or likely to become trapped, by water in the event of serious flooding.

Contractual arangements for SWR training provision were introduced in 2007 utilising Swift Water Rescue (SWR) courses, developed by ‘Rescue 3 International’ to meet the needs of SFRS and these arrangements ended in December 2011.

A review of future Water Rescue Requirements for the proposed single fire service is currently being taken forward. The Scottish Fire Service College (SFSC) is continuing to ensure that SG obtains value for money in the provision of training services and to look at the most efficient and effective means of training and delivery.

In the interim, SFSC is specificaly seeking provision for three (3) Water Rescue Technician Instructor courses, and the services required will involve:

– Identifying a suitable training venue in Scotland

– Organising suitable accommodation (single occupancy, full board) for course delegates

– Securing 3rd Party accreditation for the courses, including quality assurance arrangements

– Carrying out all course related administrative liaison with SFSC

As previously stated, the number of courses required over the period of the contract has been identified as three (3), assuming a maximum of eight (8) delegates per course.

The first technical course is required to be delivered between late September 2012 and early March 2013 and potential contractors are required to provide the following information:

– Evidence of experience and expertise in delivering Water Rescue Training

– Evidence of accreditation(s) held

– Detail of 3rd Party accreditation

– Details of how courses will be deliverd

– Cost per course and per student including costs for full board accommodation. Detail is also required on pricing policy i.e. implications of courses not running at maximum occupancy

– A detailed account of the course content

– A sample course timetable

– Details of venue and accommodation to be used
