Description of the contract
Wandsworth Borough Council is seeking expressions of interest from suitably experienced and competent service providers for the provision of the management and maintenance of its tennis courts. The contract will involve managing the specified courts, providing coaching, pay and play opportunities, competition and facility development with the objective to increase participation, quality and access to the community. The contract will commence on 1 January 2013 and will be for a period of twenty five years, with the option of a mutually agreed extension of up to ten years. The following concessions are available: Concession 1: King George’s Park, SW18 (Southfields) Concession 2: Leaders Gardens, SW15 (Thamesfield) Concession 3: Wandsworth Common, SW18 (Wandsworth Common) Concession 4: Tooting Bec Common, SW17 (Bedford) Concession 5: Wandsworth Park, SW15 (Thamesfield) Concession 6: Furzedown Recreation Ground, SW17 (Furzedown) Concession 7: Fred Wells Gardens, SW11 (St. Mary’s Park) Selection for inclusion within the tender list will be based on responses provided within the pre-qualification questionnaire including the following criteria: 1. Evidence of eligibility for tendering 2. Evidence of economic and financial standing in respect of viability to perform the services 3. Suitable insurance cover. Public Liability to a minimum of £5,000,000 per occurrence, Employers Liability to a minimum of £10,000,000 (or statements that these will be obtained if awarded the contract(s)) 4. Evidence of a sound record of and clear policies of quality standards including quality management, conflicts of interest, health & safety, employment procedures, environmental management, safeguarding, confidentiality, data protection, use of subcontractors and equal opportunities 5. Evidence of at least 3 years experience in tennis court management and maintenance, technical capability and key personnel with good technical knowledge. This includes evidence of ability to deliver to the contract standard drawn from references and also from site visits if required by the Council. More detail on the above criteria is contained within the pre-qualification questionnaire. It is intended to restrict the tender list to a maximum of six companies. If more than six companies fulfil the criteria for selection to tender those scoring the highest number of points based on the evaluation of the pre-qualification questionnaires will be invited to tender. The award of the contract will be based on the most economically advantageous tender (MEAT). This will be assessed with weightings of 80% for price and 20% for non-price considerations; detailed evaluation criteria will be included within the Invitation to Tender. Applicants are advised that references will be obtained in writing from three referees. It is the applicant’s responsibility to ensure that their referees respond within the time scale.
