TfL require an Freight Training — Delivery and design framework, this will be an initial 24 months agreement with an option to extend for a further 24 months (12 +12) and will be divided into 2 Lots.
— Lot 1 is the delivery of the training,
— Lot 2 is the design and updating of the FORS website.

— Deliver an estimated 250 – 350 regulated Driver Certificate of Professional Competence (DCPC) courses to circa 6 000 HGV drivers annually
— In addition TfL envisages it will deliver as and when required by the business (via call off contract) Industry Career Professional Development (CPD) training including but limited to:
1) FORS Practitioner workshops
2) Accord Dangereux Routier (ADR)
3) Oxford Cambridge and RSA (OCR)
Provide approved training venues to deliver approved DCPC courses:
— provide sufficient safe areas to conduct practical on cycle training prior to moving on to public roads in each of the London Boroughs,
— use a recognised management process (such as ISO 9001),
— provide delegate learning resources for each participant on the course,
— collect and upload participant feedback to the training portal and the DVSA.

To create, update and develop learning and development resources to help in career professional development of industry professionals and to help ensure the transport industry can meet TfL policy priorities.
TfL will require the successful Supplier(s) to develop their understanding (at their own cost) of TfL’s/FORS/CLOCS context and content by undertaking background research into publicly available material and by reading/assimilating.

This procurement is for the award of a framework agreement for the Provision of the Freight training — Delivery and design. This will be conducted under Directive 2014/24/EU (public) and in accordance with the “Light Touch Regime” set out in Regulations 74 to 77 of the Public Contracts Regulations 2015 (PCR 2015).
Bidders must note that the selected Training provider(s) will have or have access to facilities for providing training with or within a reasonable distance of the M25.
