Transport for London (TfL) has the responsibility of ‘Keeping London Moving’ and delivering the Mayor’s Transport Strategy. One of the many ways this is achieved is by:
(i) installing and modernising various on-street traffic control and monitoring infrastructure;
(ii) reducing operating costs and ensuring value for money for our customers;
(iii) maintaining London’s traffic operations and monitoring infrastructure.
TfL have various surface transport technology contracts that are due to expire in 2022 and TfL is intending to conduct a procurement for the STCR (see Section II.2 below)).
TfL is looking to conduct an early market engagement exercise over the coming months, including, for example, a supplier engagement event held online, circulation of a STCR briefing pack and requests for information. The feedback from this exercise will be used by TfL in the planning and preparation of its intended procurement of the STCR.

TfL plans to commence a procurement exercise in late 2020/early 2021 for the delivery of both capital works and maintenance activities across London (through the STCs) for the following asset categories:
• surface CCTV (installation, maintenance and support services);
• traffic signals (wig wags, junctions and crossings);
• variable message signs (VMS);
• overhead vehicle detection (OVD);
• street lighting central management system (CMS); and
• civils engineering to support traffic infrastructure projects (in each package).

TfL is not liable for any costs, fees or expenses incurred by any party participating in this market engagement exercise.
