Description of the contract

Wiltshire Probation Trust (WPT) and Gloucestershire Probation Trust (GPT) are small Trusts, similar in size and facing similar challenges in leading the organisations through uncertain times and major national reorganisation. To survive and thrive, our Managers will need to develop leadership skills and model behaviours to create a climate where opportunities are taken and turned into success. The organisations will have to adapt quickly bringing our people with us, fostering their Trusts and encouraging personal responsibility. The Trusts have some differences in terms of culture and previous leadership development activities and any programme should be flexible to accommodate this. Bidders are not required to provide for the complete contract and should indicate aspects of the programme they are proposing to bid for. Aims of the Programme: – To challenge, develop and stretch Middle and Senior Managers to model leadership behaviours that inspire, are focused on outcomes and achieve results through a shared corporate vision. To develop Managers’ confidence in decision-making and in their ability to shape team behaviours and culture. Key Areas: – o Develop individuals to become confident, assured leaders expanding their awareness of their impact and influence and developing greater choice and flexibility in their leadership style. o Build commitment to and understanding of the importance of shared values, example setting and the ability to align values to action. o Build and develop effective corporate working. o Enable individuals to recognise and take responsibility in their role in transforming services through people to achieve desired outcomes. o Enhance political acumen and understanding of skills needed to operate effectively at a local partnership and national level. Target Audience: – Middle and Senior Managers in a variety of roles including offending management, interventions, and corporate support services. There are currently around 40 Managers in these roles across the two organisations. Principles: – The development programmes should draw on up-to-date models ensuring context within the services we provide. Each element of the programme should specify expected outcomes for managers and the organisation and proposed method of evaluating progress towards and achievements of outcomes. The Programme: – Bidders can tender for one or more elements of the programme as determined by their experience in a particular field. The WPT & GPT Senior Management Team will be responsible for ensuring a cohesive programme where different suppliers are involved and for maintaining quality and expected outcomes proposed by suppliers. The detailed content of any element of the programme will be left to the supplier. However we would expect some of the following development interventions:- • Coaching/Mentoring • Action Learning Sets • A mix of formal workshops/development activities, experimental activities. Costs: – Design and delivery including expenses should not exceed £60K for the total package. Delivery Requirements: – • Design innovative, challenging programme or part programme demonstrating how the programme will meet the aims. • Consult/collaborate with leads from WPT & GPT on the design of the programme. • Lead on managing delivery of programme elements ensuring appropriate sequence and timing of follow up events. • Provide all materials and admin support for delivery. • Recognise and ensure linkage with previous leadership development work undertaken in the Trusts. • Demonstrate experience and success in delivering similar events at a similar level within a Public Sector background. • Understand changing priorities with the Probation Service and provide a programme flexible enough to accommodate changing organisations. • Reflect the principles and practice of diversity in approach content and delivery of the programme.
