Description of the contract

The Department for Culture, Media and Sport (DCMS) wishes to commission research into the current policy value and possible future management of TV channel and/or programme position and prominence on electronic programme guides. The Government’s core TV broadcasting policy objectives are to: • Increase UK originated TV content from a wide range of sources; • Provide all citizens and consumers access to this content and to public service broadcasting outputs like local TV; and • Enhance the vitality of the PSB and commercial TV market in the UK. This project will evaluate existing EPG regulation against these policy aims. It will also explore alternative search and retrieval options which could be calculated to better achieve the core policy objectives. Finally, it will consider the wider question of channel and/or programme brand position and prominence in the light of technological change such as connected TV.
