In response to The Department of Communities and Local Government’s (DCLG) national programme to address the needs of 120,000 ‘Troubled Families’ West Sussex County Council established the ‘Think Family Expansion Programme’ (TFEP).
The Service being tendered for is The Think Family Support Service (TFSS) which will deliver intensive intervention, via a key worker model, to 72 families in Chichester, Horsham and Mid-Sussex. However, the Service Provider may be required to deliver, to more than 72 families at the intensive level and deliver services of low and moderate intervention, across the whole of West Sussex.
It is the view of the County Council that TUPE does not apply to this Framework at this time. However, if, as a result of a variation to this Agreement, including but not limited to the provision of additional services, a Relevant Transfer under TUPE of employees of the Council, of another local authority or of another service provider arises, the parties shall meet to discuss and agree all aspects of such arrangements and vary the contract accordingly.
The contract value per annum is estimated to be a range of between £144,000 and £2.7million. Over five years that equates to a total of £720,000 to £13,500,000.
The lower contract value range per annum is calculated based on 36 families being delivered in year 1 and 36 in year 2, a total of 72 families over 2 years. It is acknowledged that half of the families may not be turned around in year 1 and the other half in year 2, however, for the purposes of calculating the contract values this principle has been used.
The upper contract value indicates the maximum number of families that may be worked with should the scope of the service be expanded across West Sussex. It is based on the maximum potential number of families identified in West Sussex as requiring interventions at all levels, 583 in year 1 and 582 in year 2 a total of 1165 families over 2 years (for further detail refer to clause 1.6 of the Specification).
The figures calculated includes the Reward Payment that potentially could be earnt for successful delivery against the DCLG’s targets.
No guarantee or commitment as to the initial and future value of any work arising from this contract can be given. All contract figures are based on the requirements for West Sussex County Council alone, this contract is not available to other authorities.
This is a non-mandatory OJEU notice for a Part B Service. The procedure adopted is akin to the Restricted procedure, for further details refer to the tender documentation.
