Description of the contract
The works are to address the overdue refurbishment of the existing Salisbury Room area amenities. The toilets have not been refurbished for over 20 years and have reached the end of their serviceable life. A refurbishment is needed to address maintenance issues, to improve the aesthetics and maximise space, and eradicate user complaints. The Salisbury Room amenities are situated in what used to be an anteroom of the Drawing Room belonging to the Librarian of the House of Lords. They were first installed in the Summer Recess of 1937 following a review of the provision of lavatories in the Palace dated July 1936. The amenities provided elsewhere in the Palace at this date were the work of J.H. Markham, senior architect in the Office of Works, and the Salisbury Room examples may have been designed by him in their first incarnation. The high quality of Markham’s work may still be seen in the Ladies’ Lavatory off Peers Lobby, and the Gentlemen’s off Bishop’s Corridor. Refurbishment took place in a standard ‘house’ style in the early 1990s by the Property Services Agency of the Department of the Environment, which obliterated any vestiges of the 1930s decorative scheme. The toilets are principally used for Members and VIP guests of the Palace of Westminster. The lavatories are in an unacceptable condition for the high profile area they are in and they give a poor image of the Palace of Westminster. A refurbishment is required urgently to bring the amenities to a standard that reflects a World Heritage site. There is also a need to look at providing an accessible unisex disabled facility in the Salisbury Room Area and this project will include this work. The project will include the installation of a DDA accessible toilet facility within the existing male toilet area and the installation of an additional WC within the existing female toilet area. The works will involve; some minor demolition, installation of new walls/ partitions, installation of a structural lintel, new joinery and the installation of historic oak panelling, new sanitary goods, replacement lighting and extract systems, new finishes, decorations, and new sanitary equipment.. The Works will also involve the installation of historic oak panelling to meet English Heritage requirements. The selected contractor will need to deliver the 6 week programme starting in late August 2013 (summer recess). We need reassurance that your company has the resource to deliver the historic joinery works package in the summer recess and a very limited lead in period.
