Description of the contract

1. The Authority has a requirement for the provision of support services to deliver an engineering skills competition for civilian engineering apprentices. The service is to include the following requirements and the location will in the UK using a Framework Agreement, with a maximum of 1 Framework contract (Enabling Contract) awarded: a. generation of competition test pieces for engineering hand skills. b. provision of competition venue and facilities including workshops and tools. c. provision of competition facilities incuding dining and overnight accommodation. d. provision of competition facilitation, supervisory and judging staff. e. marking and assessment of test pieces and selection of winners. 2. The Enabling Contract shall support the delivery of the above services from approx August 2013 until 2016, although the Authority reserves the right to amend this timescale as appropriate to its needs, while the estimated total value over 4 years is £100,000 (one hundred thousand pounds). The Authority is under no obligation to place any work with the winning Contractor during the Enabling Contract period, while if it does require the service in one year, for example 2013, this does not mean there will be any future work during the Enabling Contract period. 3. The Authority requires that interested bidders can demonstrate they will possess the following expertise or equivalent as a minimum by the contract award, approx August 2013, although the Authority reserves the right to amend this as relevant to its requirement:- a. experience of delivering engineering training, specifically for Level 2 NVQ Performing Engineering Operations qualifications. b. experience of delivering/supporting standard or advance engineering apprenticeship frameworks. c. experience of delivering skills competitions. 4. A Pre-Qualification Questionnaire (PQQ) may be issued to interested parties by the Authority, although the Authority reserves the right to proceed to the Invitation to Tender stage without conducting a PQQ. 5. The award criteria will be the most economically advantageous tender in terms of the award criteria detailed in the Invitation to Tender documentation.
