Introduction:
Heart of England NHS Foundation Trust (the “Trust”) has a requirement for the provision of analytical systems to further develop its Clinical Toxicology Service which forms part of Specialist Testing Services of the Pathology Department.
Currently, some aspects of this workload are referred to other NHS laboratories around the country and we envisage that this acquisition will improve the efficiency of the Department by bringing this service in-house thereby reducing analytical turnaround time which underpins clinical decision making. Once implemented, it is envisaged that the Heart of England NHS Foundation Trust will be able to provide a more comprehensive portfolio of Pathology Testing to other centres on a national basis.
Contract Structure:
Currently a large Pathology Managed Service Contract (MSC) is in place which encompasses a primary service and also 3rd party provision from various suppliers for other elements of the overall Pathology Service. It is the Trusts intention that this Clinical Toxicology provision will novate into this Pathology MSC therefore Bidders should note that agreeing to novate into this MSC is an essential requirement. To be completely clear the Trust will award the contract to the winning provider and will then post-award execute a novation agreement with the winning bidder.
Objective:
The Trust needs to procure the most cost effective option for the organisation, offering the most economically advantageous contract route for both service delivery and ongoing cost efficiencies. It is not the intention to purchase the equipment by capital funding so we require your offers for reagent rental or lease option proposals along with the capital cost to allow a full financial appraisal to be undertaken. This financial appraisal will consist of 40 % of the overall score for this exercise.
