Description of the goods or services required

The Moray Council would like to invite tenders to deliver a series of traditional skills training courses as part of the Keith Conservation Area Regeneration Scheme (CARS).

The requirement would be to provide 3 training courses in traditional building skills once an academic year in 2012/13, 2013/14 and 2014/15. Two courses must have been held and completed by the end of December 2013. It is envisaged that the course will focus on traditional masonry repair skills but training may include other traditional trades.

Students would be recruited from the following sources in order of priority:

i) Keith Grammar school (pupils who are concentrating on vocational courses)

ii) Other surrounding secondary schools (again, pupils who are concentrating on vocational courses)

iii)Appropriate local unemployed people referred by Skills Development Scotland

iv) Local contractors who wish to upskill

At least 7 of the students each year are to use their new found skills to go onto employment, further education or training. The course will be marketed, administered and delivered by the tendering organisation and should be delivered in a venue within 30 miles of Keith.

The Moray Council is happy to accept joint proposals should relevant organisations wish to combine their skills for delivery of this training or should tendering organisations wish to subcontract to suitable specialists for some of the delivery of the service. However the tender documents should clearly state which organisation will be the lead provider responsible for delivery and management of the proposals, with whom The Moray Council will form the agreed contract and any details of any partnership & / or sub-contractor should be provided in the full proposal.

The successful provider will be required to deliver the agreed training provision using the reasonable standard of skill and care normally exercised by training providers, with the requirement for public liability insurance of 5000000GBP and compliance with all relevant legislation.
