The training system shall be supported by a maintenance and repair service within the initial 5 year period. It is envisaged that the support for the warrior CSP training requirement shall be based on a single prime contractor delivering a support package for each part of the training system delivered under the WCSP training system contract. Integrated logistic support (ILS) methodology shall be used as part of the acquisition process to ensure that the proposed WCSP training solution is delivered in a cost effective and fully supportable way.
The Training system shall maximise where possible coherence with legacy and similar platforms training systems therefore identifying opportunities to deliver best value for money for defence.
Quality.
The candidate shall hold and maintain appropriate certification. As a minimum, the candidate shall be certificated to BS EN ISO 9001:2008 and willing to contract to AQAP 2110 and 2210.
Safety and environment.
The candidate shall hold and maintain appropriate certification. As a minimum, BS EN 14001:2004 and BS EN 14004:2004.
Standards.
The following standards shall apply DefStan 05-61 Pt1, Pt4 and Pt9. DefStan 00-56, all further standards shall be identified in the ITT.
Estimated value excluding VAT:
Range: between 80 000 000 and 100 000 000 GBP
Description of these options: There shall be an option for an additional 3 years support contract following full integration of the training solution and initial maintenance and repair service.
There shall be an option for the supply and integration of warrior simulator suitable for using the CATT.
Section III: Legal, economic, financial and technical information
The Authority shall apply all the offences listed in Articles 23 to 26 of the Public Procurement DSPCR 2011 to the decision of whether a candidate is eligible to be issued a PQQ and invited to tender. Candidates shall be required to sign a declaration confirming whether they do or do not have any of the listed criteria under Article 23 as part of the pre-qualification process. For candidates who are overseas, you shall need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.

Responses to the PQQ shall be assessed in accordance with the evaluation criteria detailed in the PQQ to determine which of those candidates shall be invited to submit a tender. Only those candidates that can demonstrate a sufficient level of competence against the authorities PQQ criteria shall be considered (this shall be a minimum of three candidates and a maximum of 6 based on evaluation ranking).
The Authority shall be applying purchase to payment (P2P) mechanism within the contract.
Candidates are to note the potential use of award during the assessment process.
