Training and simulation in military vehicles. The MOD has a requirement for the provision of a full training system solution to enable the delivery of WCSP operator training for the support of the WCSP platform. The training system shall be configurable to meet the needs of the armoured infantry individual crew members (driver, commander and gunner), WCSP crew training and the collective training needs of an armoured infantry WCSP Platoon and Company including collective training. The requirement includes an option to integrate with the current legacy training system Combined Arms Tactical Trainer (CATT).

II.2.1)Total quantity or scope:
A full training system solution to enable the delivery of WCSP operator training for the support of the WCSP platform. The training system shall be configurable to meet the needs of the armoured infantry individual crew members (driver, commander and gunner), WCSP crew training and the collective training needs of an armoured infantry WCSP Platoon and Company including collective training. The training solution shall utilise the System of Systems Approach (SOSA) to deliver the WCSP training solution creating coherence, consistency, re-use and interoperability not only within WCSP but also to contribute to wider defence training. The use of open architectures, standards and interfaces is critical.
The training system shall be supported by a maintenance and repair service within the initial 5 year period. It is envisaged that the support for the warrior CSP training requirement shall be based on a single prime contractor delivering a support package for each part of the training system delivered under the WCSP training system contract. Integrated logistic support (ILS) methodology shall be used as part of the acquisition process to ensure that the proposed WCSP training solution is delivered in a cost effective and fully supportable way.
The Training system shall maximise where possible coherence with legacy and similar platforms training systems therefore identifying opportunities to deliver best value for money for defence.
Quality.
The candidate shall hold and maintain appropriate certification. As a minimum, the candidate shall be certificated to BS EN ISO 9001:2008 and willing to contract to AQAP 2110 and 2210.
Safety and environment.
The candidate shall hold and maintain appropriate certification. As a minimum, BS EN 14001:2004 and BS EN 14004:2004.
Standards.
The following standards shall apply DefStan 05-61 Pt1, Pt4 and Pt9. DefStan 00-56, all further standards shall be identified in the ITT.
Estimated value excluding VAT:
Range: between 80 000 000 and 100 000 000 GBP

Legal form to be taken by the group of economic operators to whom the contract is to be awarded: in the event of a joint venture or consortium submitting an acceptable offer it will be necessary for each member of the joint venture or consortium to sign an undertaking that each member shall be jointly and severally responsible for the due performance of the contract.
The Authority shall apply all the offences listed in Articles 23 to 26 of the Public Procurement DSPCR 2011 to the decision of whether a candidate is eligible to be issued a PQQ and invited to tender. Only those candidates that can demonstrate a sufficient level of competence against the authorities PQQ criteria shall be considered (this shall be a minimum of three candidates and a maximum of 6 based on evaluation ranking).
