Description of the goods or services requiredRequirements:- a. The creation of 6 training videos as follows as a minimum: Videos A – 30 minute duration one English, one with Welsh subtitles Videos B – 20 minute duration, one English one Welsh Videos C – 20 minute duration, one English, one Welsh With the potential option of an additional 4 (2 English, 2 Welsh) films, depending on additional funding from Welsh Government. b. Final products will be delivered in a high quality format for use in conferences, and also format suitable for sharing online. c. Products will be of a high quality, and incorporate ASDinfoWales branding within video as agreed with contract manager. d. Films B and C will incorporate a bilingual presenter, ‘story like’ filming and graphical content similar to existing ‘learning with autism’ video which can be found here www.asdinfowales.co.uk/primary-school e. Film A will be filmed as a factual interview with film clips and Welsh subtitles This video will form part of a research project and will be developed in conjunction with Wales Autism Research Centre. f. Tender will be inclusive of all costs including actors, presenters, location and production. g. Videos B and C will be completely bilingual, with all English version content replicated in Welsh for Welsh version of video (no subtitles). h. Videos will incorporate ASDinfoWales resources as specified by contract manager. i. Tender will include representation at 3 development meetings with researchers. j. Content of videos will be provided in English text. Translation costs and script writing costs should be included and outlined within the tender. k. Contractor will provide weekly updates to contract manager during periods of development. l. Must provide Project Management and creative direction. The key deliverables will be a. Creative advice and guidance following development meetings. The content of the videos will be agreed following this. b. Project management during duration of work. c. High quality format versions of : Videos A – 30 minute duration one English, one with Welsh subtitles Videos B- 20 minute duration, one English one Welsh Videos C – 20 minute duration, one English, one Welsh d. Total quantity or scope of tenderThe contract will be for a value up to £70,000 (excluding VAT) and including all expenses. NB this is the total for videos, A – C with potential of £40K additional funding for 2 bilingual films dependant on WG funding. The contract is managed by the Autism development team on behalf of the Welsh Local Government Association (WLGA). The contract for this work will be with the ASD Development Team, and the contract manager will be Johanna Manikiza. All work must be completed by 31st March 2017, with videos A, B & C delivered by 31st January 2017. |

3 Conditions for Participation |

Minimum standards and qualification requireda. A track-record of similar work, and in particular high quality training videos delivered within agreed timescales. b. Awareness and understanding of the Welsh language, and ability to develop Welsh language videos c. An understanding of ASD and the implications of this in relation to producing these resources. d. The ability to develop an appropriate resource in response to engagement and consultation with appropriate stakeholders. |
