Description

Leicester City Council is seeking quotations which allows for the transcription of audio recordings of Interviews Under Cautions conducted by the Revenues and Benefits Investigations Team in connection with Fraud Investigations.

The transcriptions form a key part of the investigation file which ultimately may lead to legal proceedings in respect of Benefit Fraud. The Revenues & Benefits Investigations Team are also occasionally assisting other sections of the authority such as Risk and Insurance Section on cases of suspected Fraud. Again the transcription of any Interview under Caution would be needed.

The accuracy of such transcripts is paramount as they will be used as a verbatim record of the interviews as part of any prosecutions at Magistrates or Crown Court. The out sourcing of this function is key as the resilience provided by external private companies ensure that the investigation process is not affected by and peaks of workload internally for the authority.

The Authority expects:
– A two year contract with the possibility to extend for a further two years would be of benefit to us as this would mirror the previous contract.
– A maximum of 10 working day return on completed transcripts.
– An electronic copy of the transcript to be sent via email upon completion followed as soon as possible and two hard copies sent by recorded delivery. It is anticipated that this would be on a weekly basis.

The risk to the organisation if this service was not provided would be that Benefit Fraud Investigations would be adversely affected as the record of the interview would not be easily available to the authority or the courts. During 2012/2013 the Investigations Team took action in 221 cases of benefit fraud.

The authority has a legal and moral duty to tackle fraud and provide a deterrent factor. The provision of this service is key in the authority’s work to tackle Fraud and therefore it is envisaged that the contract will be for two years with the option to extend at the Council’s discretion. The below terms and conditions are attached for review, although they will be modified to reflect the service at hand.
