All contract duration periods referred to equates to ” up to a maximum period of 60 months”. Please note that the information provided in your Tender may be shared with the Police for the purposes of the prevention of crime and the protection of public funds.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of lowest price or the most economically advantageous tender (please refer to individual contract specifications for award criteria). Please note that if the contract is for school contract services, Strathclyde Partnership for Transport (SPT) will not be a principal to the contract. The contracting party will be the relevant Council on behalf of which SPT acts as an agent. Please note that if the contract is for a subsidised Local Bus service or combined Local School Bus Service, any tender variations /options submitted by tenderers must be substantially similar to that contained within the contract specification issued by SPT.Please note that SPT reserves the right, in appropriate circumstances, to conduct post-tender negotiations with the leading tenderer(s). Please also note that SPT and/or the relevant Councils reserve the right not to award any of the contracts covered by this notice. Similarly, the right is also reserved to re-advertise any of the contracts. The duration of the contracts is for a maximum period of up to 60 months. Transport Operators must read through the complete set of instructions and follow the process before responding to this Tender. SPT will only accept hard (paper) copies of Tender Submissions ie no electronic returns

SPT maintains a Register of Transport Operators whereby SPT issues an SPT Operator Reference Number to Transport Operators on completion of an application form and on provision of the appropriate documentation.
If you are not in receipt of an SPT Operator Reference Number please contact our Compliance Team at compliance@spt.co.uk

The SPT Operator Reference Number is not required as part of the Public Contracts Scotland (PCS) registration process however, the Operator Reference Number will be required should you submit any tender bids to SPT.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Precise information on deadline(s) for lodging appeals: As required by Regulation 32(2) of the Public Contracts (Scotland) Regulations 2012, SPT will incorporate a minimum of 15 calendar day standstill period at the point of information on the award of the contract as this is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three working days before the expiry of the standstill period.
