Tenders may be submitted for one or more lots
It is intended that the framework agreement will be divided into seven (7) lots as follows:
Lot 1 – General Project Management Support.
Lot 2 – Mechanical & Electrical Engineering.
Lot 3 – Operations.
Lot 4 – Cost Consultancy.
Lot 5 – Infrastructure Engineering (inc Industrial and Product Design).
Lot 6 – Project Assurance.
Lot 7 – Funding and Financial Advice.

Information about lots
Lot No: 1 Lot title: General Project Management Support
This may involve:
— project management;
— preparation of Department for Transport Major Scheme Business Cases;
— management of the TWA Order process;
— advising on the scope of work and preparation of briefs for other advisors required to assist and support the project development and delivery;
— managing procurement of works;
— assistance and support in the management of the preparation of contract documentation;
— assistance and support in the management of the tendering process, including tender evaluation and negotiations with tenderers;
— supporting Centro in negotiations with central Government;
— support and assistance to Centro in the negotiation of third party agreements and undertakings as required;
— management and supervision of construction contracts, including acting as ‘Project Manager’ under NEC contract(s); and
— any additional advice and support as may be agreed.

Estimated value excluding VAT: 3 000 000 GBP
— advising as required on processes for collection and management of data room information on Line 1 Trams, new tram procurement data, and spares and assist in the collection/collation/presentation of such data to tenderers for the operation of the network;
— assisting in the preparation of maintenance specifications for Line 1 Trams and new trams and in consideration of the transition arrangements from old to new fleet;
— assisting Centro in the drafting and inclusion in appropriate contract documentation of infrastructure handback condition information and specifications relating to trams;
— assisting Centro as required in the procurement process to appoint a new operator for the Midland Metro Network;
— advising on mechanical and electrical engineering issues relating to Midland Metro Line 1; and
— providing any additional advice and support in respect of mechanical and electrical engineering issues as may be agreed.

The above activities will be undertaken in the following areas:
— Light Rail and other system’s operating schedules;
— Operational modelling/timetable analysis;
— Operating cost models;
— Resource allocation;
— Safety and Security Management; and
— Revenue Collection and Protection.
The consultancy services may also be requested to oversee the procurement and report production for more specialist items of work, such as Metro simulations.
The consultancy services may be engaged in planning, outline and detailed design and the preparation of specifications, contracts etc required for the procurement of Metro projects, and in bid evaluation. Further technical advice may be required during the implementation of Metro projects.
Lot 3 will also provide services to assist Centro as required in the procurement process to appoint a new operator for the Midland Metro Network and any additional advice and support as may be agreed.

Estimated value excluding VAT: 200 000 GBP
— to maintain an up-to-date and comprehensive cost database for tram-related projects to support Centro in budgeting, estimating and planning works to Midland Metro;
— to act as a challenge agent to engineering and project teams in respect of costs and assist in delivering value for money;
— to assist Centro in preparation of project tender documents, including Bills of Quantity and Activity Schedules, and to review the cost elements of tender submissions;
— to assist Centro in the valuation and certification of contractors submissions applications for payment;
— to assist Centro in the commercial management of ‘call-off contracts’ and ‘task orders’, mainly envisaged to be under NEC, and to assist in the valuation assessment and handling of Compensation Events, Project Manager’s instructions, changes to the works, etc;
— to assist with any benchmarking evaluation of contractors prices; and
— any additional advice and support as may be agreed.

— advising on processes for collection and management of infrastructure maintenance and data room information on Midland Metro Line 1 Infrastructure and assist in the collection/collation/presentation of such data to tenderers for the operation of the network, including asset register and condition surveys, extended depot layout and facilities;
— assisting Centro in the preparation of an infrastructure maintenance specification for revised and new operating contracts and to review infrastructure maintenance practices and procedures on Midland Metro Line 1;
— assisting Centro in the drafting and inclusion in appropriate contract documentation of infrastructure handback condition information and specifications;
— assisting Centro as required in the procurement process to appoint a new operator for the Midland Metro Network;
— assisting Centro in reviewing and auditing operators’ infrastructure management processes and procedures and to advise on efficiencies and best-practice techniques;
— supporting Centro in the design and delivery of at-stop infrastructure for Midland Metro and provide inputs as necessary to specifications, tender documents and planning applications;
— supporting Centro in design and implementation of the refurbishment of the current Line 1 vehicle fleet; and
— any additional advice and support as may be agreed.

— advising on processes for project assurance in a complex, multi-project, multi-disciplinary programme environment;
— assisting Centro in the delivery of robust processes to ensure that the Metro Delivery Programme assurance processes are satisfactory to key stakeholders such as the Department for Transport, the Integrated Transport Authority and local authority Project Partners;
— assisting Centro in the drafting and inclusion in appropriate contract documentation of key project assurance processes;
— assisting Centro in the audit of key suppliers’ assurance processes; and
— any additional advice and support as may be agreed.

— assisting Centro in preparation of tender documents, financial models and scenario planning for the renewal of the Midland Metro operating concession, including modelling of capital investment scenarios;
— assisting Centro in the review and analysis of tenderers’ submissions for the Midland Metro operating concession;
— assisting Centro in the development of funding models and mechanisms to support Metro Extensions, working as necessary with other key stakeholders such as LEP’s, Local Authorities, etc;
— assisting Centro in the financial modelling and analysis required to support the procurement of additional trams; and
— any additional advice and support as may be agreed.

Objective criteria for choosing the limited number of candidates: Operators will be required to complete and submit a Pre-Qualification Questionnaire (PQQ) which is to be obtained and submitted via the BravoSolution e-tender portal as detailed within this contract notice. PQQ submissions will be objectively evaluated in accordance with the guidance provided in the PQQ documentation to select operators to proceed to the Invitation to Tender stage of this procurement process.
Suppliers Instructions on Expressing Interest in this tender provision:
1. Register your company details on https://centro.bravosolution.co.uk. Click the link marked “to register” – Accept the terms and conditions and click ‘continue’. Enter your correct business and user details. We highly recommend completing both the basic and extended profiles (the extended profile can be completed when you have logged into the portal). Please ensure you note the username and click ‘Save’ when complete. You will shortly receive an email with your unique password (please keep this secure).
2. Login to the portal with your unique username/password. Click the ‘PQQs / ITTs Open To All Suppliers’ link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier).
3. Expressing interest: Click on the relevant PQQ/ ITT to access the content and click ‘Express Interest’ button at the top of the page. As a result, you will now move the PQQ /ITT into your ‘My PQQs/ My ITTs’ page. (This is a secure area reserved for your projects only.
