Essex County Council is required to provide transportation services and assistance for passengers who qualify under statutory and discretional policies. These services include, but are not limited to, mainstream primary & secondary schools, denominational primary & secondary schools, special educational needs schools, colleges and sixth forms and adult day care centres and services. Lots are split by type and specialism and with some split down to Route level. There will be approximately 145 lots for education transport and 32 lots for adult social care with a total value of approximately 6 800 000 GBP.
Other Contracting Authorities may wish to add their requirements to some routes in the future so this procurement is being undertaken for their potential benefit too. These other contracting authorities are:

There will be approximately 177 lots to bid on, 145 for home to school transport and 32 for adult social care services. Bids are in individual lots on a 1, 2 and 3 year basis. Because of the quantity of lots, these have not been listed separately here but are listed in the tender documents. There are 12 one school one operator lots covering Clacton-on-Sea, Burnham, Maldon, South Woodham Ferrers, Tendring, Stansted Mountfitchet, Colchester, Chelmsford, Westcliff-on-Sea and Halstead; 25 Denominational schools Lots covering Hornchurch, Colchester, Ilford, Epping, Chelmsford, Brentwood, Loughton, Woodford Green and Westcliff-on-Sea; 66 mainstream individual routes covering various Essex locations plus Sudbury (Suffolk) and Romford (Havering); 42 Special Needs individual routes covering Braintree, Colchester, Billericay, Chelmsford, Witham, Basildon, Harlow, Benfleet, Wickford, Ilford, Brentwood, Shenfield, Loughton, East Sussex (Brighton), Hertfordshire (Ware and Much Hadham), Leicestershire (Oakham), Suffolk (Halesworth), Berkshire (Newbury), London (E17), Hampshire (Lymington, Romsey), Kent (Gravesend, Margate), West Sussex (Haywards Heath and Horsham); and Adult Social Care Lots covering Chelmsford, Braintree, Colchester, Rochford, Harwich, Clacton-on-Sea, Harlow, Southend-on-Sea, Enfield, Waltham Abbey, Brentwood, Benfleet and Middlesex; and other Lots and/or locations as may be added to categories from time to time.
Where a tenderer is submitting a response for two or more individual Lots, it can additionally propose reduced or discounted prices for any combination(s) of lots (but only those for which it is submitting an individual response) and ECC may consider and accept any additional combination(s) at its discretion where these will achieve better value for money than individual awards of lots.
ECC reserves the right to shortlist any lot to auction if any individual lot receives two or less submissions or the 2nd lowest priced non-combination submission is priced within 7 % of the lowest priced. Where a Lot is selected for auction, each tenderer which submitted a bid for that lot initially will be taken into the auction with its individual Lot bid price carried forward as it starting price in the auction.

Section IV.3.3 – all relevant documentation will be accessible via the supplier portal.
Section IV.3.4 – the supplier portal (http://ecc.supplier.ariba.com) will be used throughout the procurement process and all communications by the supplier with Essex County Council relating to this procurement exercise must be via the supplier portal (once the supplier is invited to the event). The supplier portal has Guides and Tutorials and other Support to help the supplier use the system and access the information as well as a helpdesk to assist.

Section II.1.9 – variant bids can be submitted in addition to a compliant bid (as set out in the tender documents) providing ECC’s core requirements are met and provided they are in accordance with the tender documents.
Essex County Council reserves the right to amend the timescale and to cancel the procurement exercise and/or not to award all or any Lots or all or part of a contract.
Essex County Council will not be responsible for any costs incurred by supliers in relation to the procurement exercise.
Suppliers are advised that Essex County Council is subject to the Freedom of Inormation Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a supplier considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it does not wish to be disclosed and specify clearly the reasons for its sensitivity. Essex County Council shall take such statements into consideration in the event that it receives a request pursuant to FOIA or EIR which relates to the information provided by a supplier. However, if the information is requested, Essex County Council may be obliged under FOIA and/or EIR to disclose such information, irrespective of the supplier’s wishes.
