Description of the contract

The National Authority (NA) oversees the operation of the Chemical Weapons Convention (CWC) in the United Kingdom. As a State Party, the UK submits, to the Organisation for the Prohibition of Chemical Weapons (OPCW), detailed declarations of UK organisations’ activities with chemicals that are listed in the CWC. These declarations can be verified by the OPCW during short notice on-site inspections (the UK receives around 10 per year). The NA is obligated under the CWC to: make arrangements to receive an Inspection Team (IT) at designated UK airports (Stansted, Southampton, Manchester, Teeside, Edinburgh, Belfast and Isle of Man); to escort them and their equipment to the site and thereafter during the inspection and throughout their stay; to provide transport for them throughout the inspection until they depart; and provide appropriate accommodation for the duration of their stay in the UK. A driver would need to be available generally from Sunday evening to the following Friday evening for each inspection. The NA is running a nationwide tender process in order to identify and contract an individual company to supply both accommodation booking, and coach & driver hire services (without sub-contracting), at very short notice in order for the UK to meet its legal obligations under the CWC in relation to receiving OPCW Inspection Teams.

If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed Proposal to Terence Dance at the address stipulated in the “Who to Contact” section. Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on the main DECC website – and will be issued to organisations invited to submit a tender bid. Completed tender submissions must be returned by post to DECC, at the address given at the top of this advertisement, by 12:00, Wednesday 18 February 2015. We require 1 hard copy which must be signed. An electronic version of your bids must also be sent to Terence Dance ( Interviews, if deemed necessary, will be held in the week commencing 9 March (suppliers will be notified of this in the week commencing 2 March. If successful and upon contract signature, the supplier is expected to host a kick-off meeting prior to 31 March.
