Whg will appoint 1 supplier to provide a full Tree Mgmt Service inc: Tree, Emergency and Out of Hours Works. This tender process will be managed via our electronic tendering solution. During the process you will enter the Housing Procurement Portal (HPP) to register your org. To Enter go to: https://www.housingprocurement.com. whg are not bound to accept the lowest or any tender and will not be responsible for, or pay any expenses incurred by the Bidder in the preparation of this tender. The main site of the Works will be in and around the borough of Walsall, however, as part of whgs corporate plan, some growth outside the borough is planned.
II.2.4)Description of the procurement:
Work required: Tree Works incl Pruning, Crown Rejuvenation, Coppicing, Pollarding, Tree Felling, Stump Treatment and similar such tree work (incl Emergency Work executed during normal working hours) ordered in accordance with the provisions of the Contract and arising during normal working hours as indicated. Emergency Work to be undertaken immediately to safeguard the well-being of tenants and/or occupiers, the structural stability and integrity of the Property, the H&S of the general public and works of a similar nature, and which arise during whgs normal working hours as indicated in the Contract Details. Out of Hours (OOH)Emergency Service means the receipt of notifications from whgs emergency call handling service of repair requests received outside of normal working hours and the undertaking of OOH Emergency Work. OOH Emergency Work means Work that is required to be undertaken outside of the Client’s normal working hours as indicated in Contract Details.

The fixed term Contract will commence on or around 1st December 2017. The term will be for an initial period of 3 years. The contract will be extendible up to a maximum of 4 years by one or more extensions of whatever period the Client specifies. The total contract term will not exceed 7 (seven) years.

Although whg has chosen to take the Open procedure route, relevant and proportionate suitability assessments will be undertaken eg mandatory and discretionary exclusions: taxes, bankruptcy, misconduct and other situations referred to in the 2015 Regs. whg will also check that any bidder has the legal and financial capacities and the technical and professional abilities to perform the contract.

III.1.2)Economic and financial standing
As a bidder you must have an Annual Turnover of 350 000 GBP for the last 2 years.
whg will require the following levels of insurance: Professional Indemnity 2 000 000 GBP; Employers Liability 10 000 000 GBP; Public Liability 10 000 000 GBP — it is important that you confirm that you are willing to take out this level of insurance cover if successful.
III.1.3)Technical and professional ability
Surveyors are expected to hold a qualification at NQF level 3, such as the Arboricultural Associations Technicians Certificate in Arboriculture, a National Award or Diploma or NVQ level 3 in Treework or LANTRA Professional Tree Inspectors course. Conservation areas and Preservation orders will need to be taken into account. The use of sub contractors is not the preferred working arrangement of whg, and any sub contractors appointed by the main contractor must also meet all the same requirements as the main contractor and be approved by whg.

Every 2 years the chosen provider will be required to refresh and continue to update the existing tree survey to enable a long term strategy to be formulated for the ongoing maintenance and care of trees across our Communal areas and Estates, the next survey is due in 2019.

As part of the evaluation process whg intend to invite between 3 (Three) and 5 (Five) highest scoring Tenderers to attend a presentation / interview with whg to assess the quality of the Tenderers’ ability to demonstrate its effectiveness of delivery service as defined in their bid submitted.
