The NWAA have existing arrangements for the provision of goods/services being supplied to their member organisations through framework agreements facilitated by an external provider. The purpose of this procurement is to extend the scope of goods/services that can be purchased by a selected number of North West members through a service provider’s existing framework agreements.
The scope of goods/services to be supplied is subject to discussion and agreement and could, for example, include, stationery, packaging, travel, accommodation, car hire, I.T./communications/web site provision. This is not an exhaustive listing although within three months of contract start date members must have access to a minimum of four categories of goods and / or services.
The service provider, with active support of the NWAA, will market their services to the selected NWAA members. It is a mandatory requirement that the services delivered under this procurement will ultimately generate sufficient revenue for the NWAA to cover their on-going governance and contract management costs.
The services must be accessible by Members through a web-based application. The service provider will have contractual obligations for the performance of suppliers on the service provider’s framework agreements.
The initial operative period of the NWAA/service provider contract is approximately 18 months (assuming a start date of 2.4.2012). There will be provision to extend the arrangement providing that the service provider delivers to the NWAA an uncapped revenue stream with a minimum of 50 000 GBP per annum and satisfies the contractual obligations.
The NWAA requires the service provider to have in place framework agreements at the NWAA agreement award. The timescales are unsuitable for a potential service provider to mobilise and commence an extended procurement exercise to create the necessary framework agreements.

Enquiries:
Tenderers shall provide to the contact point given in Section 3.4.1 of the invitation to tender document their contact details, including e-mail address for receipt of any clarification information provided by the NWAA during the tendering period.
During the tender preparation period, tenderers may submit questions and requests for clarification or further information. Tenderers should note the following procedure for obtaining further information or clarification on matters arising during the tender preparation period:
1. Tenderers should address their questions and requests for clarification or further information to the contact given in section 3.4.1 of the invitation to tender document. All such requests must be made in writing and the NWAA will, so far as is practicable, respond in writing;
2. All questions and requests for clarification or further information may only be made, and will only be entertained, if made before 12:00 (GMT) on 20.2.2012. The NWAA will endeavour to respond to the tenderer and provide such tenderer with any additional information to which the NWAA has access, but the NWAA shall not be obliged to comply with any such request and does not accept any liability or responsibility for failure to provide any such information. All questions and requests for clarification or further information, and the corresponding responses, will be circulated to all Tenderers (whom have provided the required contact details) simultaneously;
3. Where a tenderer believes the question or request for clarification or further information is commercially confidential to them and should not therefore be shared with other tenderers the question or request for clarification or further information should be marked ‘Confidential – not to be circulated to other Tenderers’. At its absolute discretion, the NWAA will respond to that specific request privately, providing that the principle of equal availability of information to all tenderers need not be breached;
4. If the NWAA considers that, in the interests of open and fair competition, it is unable to respond to the question or request for clarification or further information on a confidential basis, it will inform the Tenderer who has submitted it. The tenderer must as soon as practicable thereafter respond in writing requesting that either the query be withdrawn or treated as not confidential.
Modifications to NWAA tender documents:
The NWAA reserves the right to issue amendments or modifications to the ITT and associated documents during the period available to tenderers for developing their Tender. Any amendments will be issued to all tenderers (who have provided the required contact details) simultaneously.
The NWAA is using the open procurement procedure under the Public Contracts Regulations 2006 (as amended), and tenderers are referred to those Regulations. Tenderers are deemed to understand the processes that the NWAA is required to follow under those Regulations and all applicable European and domestic legislation.
The NWAA reserves the right not to award the opportunity described in this contract notice.
